The Mansfield-Richland County Normal School was established in the city of Mansfield, Ohio, Sept.10,1922, in the Carpenter school building on West First Street.  

The entrance conditions are graduation from a first grade high school. The length of the course is thirty-six weeks. One week is devoted to extension work given by the Ohio State University College of Agriculture.  A unit of credit meets the standard definition of a semester hour. A course pursued one period(of one clock hour) per week for eighteen weeks, with a preparation for the work of each period which requires of the average student two hours of reading and study. In Industrial Arts and Drawing, Music, and Physical Education, two hours of classroom work are required for each unit of credit, as the preparation outside the classroom.  The total credits for each semester are eighteen. The county normal graduate, who is a first grade high school graduate, secures a one year teacher's certificate without examination from a local board of examiners. The certificate is renewable for one year and three times for three years under such conditions as the examiners prescribe.
